Assessing Organizational Maturity and Capabilities in the Canadian Construction Industry

A national benchmarking initiative led by the National Research Council Canada and the Off-site Construction Research Centre to assess organizational maturity across the Canadian construction industry, with a focus on off-site construction.

This project provides organizations with tools to benchmark their maturity, identify opportunities for improvement, and support strategic investment in people, process, and technology.

Benchmarking surveys are completed as semi-structured interviews with a designated project team member. To schedule a survey for your organization, please reach out to offsiteconstruction@unb.ca.

Project deliverables

A national framework was developed to assess organizational maturity across three project phases:

  • Design
  • Manufacturing
  • Construction

Each phase evaluates organizations across three core dimensions:

  • People
  • Process
  • Technology

The framework establishes a consistent benchmarking approach that can be used biennially to measure industry progress and support future research, industry adoption, and strategic investment.


The benchmarking results provide organizations with the ability to:

  • Compare maturity against industry peers
  • Identify strengths and gaps
  • Monitor organizational progress over time
  • Support innovation planning and investment decisions
  • Demonstrate progress for funding and R&D initiatives

Additionally, the output of the results includes strategies to improve, so organizations can use this as their innovation roadmap aligned with industry best practices.


An interactive dashboard was developed to visualize national and regional benchmark results across Canada that were collected during the initial phase of this project. The benchmark will continue to be updated periodically as more data is collected as part of this initiative.

The dashboard allows users to compare the results across project phase and the People, Process, and Technology dimensions. Users can interactively filter the results by region or province to compare against the national benchmark.
