Microsoft has resolved the issue. You can now assign and change phone numbers in Teams Admin.

Original Details:

Microsoft is reporting that the Direct Routing Numbers are unable to be assigned via the TAC UI due to the option missing. This issue seems to be affecting multiple tenants, and the issue is currently being investigated by Microsoft.
