Paul completed his PhD at the University of Cambridge, where he held the Hollond Whittaker Research Studentship. He received an LLM from Harvard Law School, where he was a Frank Knox Memorial Fellow, and a JD from Queen’s University, where he graduated as Gold Medalist. Mr. Warchuk clerked at the Supreme Court of Canada for the Hon. Suzanne Côté and at the Federal Court of Appeal for the Hon. David Stratas.

Most recently, Mr. Warchuk was Counsel in the Constitutional, Administrative and International Law Section at the federal Department of Justice. A specialist in Administrative and Constitutional Law, Mr. Warchuk's scholarly work has been cited by the Supreme Court of Canada, where he has also appeared as counsel. He has also taught Administrative Law at the University of Ottawa.
