Function
The New Brunswick Institute for Research, Data and Training (NB-IRDT) is a newly established research institute within the University of New Brunswick in Fredericton. Its mandate is to support objective evidence-based policy formation and development through the application of statistical techniques to large administrative databases collected by a number of government departments including Post-secondary Education, Training and Labour, Social Development, Public Safety, Service New Brunswick, and the Department of Health. These data are in most cases very sensitive and confidential, and the NB-IRDT has a range of policies and procedures governing access and use of these data to ensure confidentiality is maintained and privacy respected. While the NB-IRDT staff and researchers work closely with NB Government employees in a variety of ways, research is independent and arms-length from Government.
The NB-IRDT is seeking a motivated individual to provide statistical and database management expertise to work with the NB-IRDT directors to develop, refine and prepare administrative person-level databases for use in the NB-IRDT. The datasets will contain personal information and come from a variety of departments, including Post-secondary Education, Training and Labour, Social Development, and Education. The individual will also participate in research projects using those databases.
Representative Responsibilities
• Work closely with Government of New Brunswick personnel to prepare large administrative databases for export to the NB-IRDT in a form suitable for statistical analysis by researchers.
• Update, refine and document databases held by the NB-IRDT, and generate custom datasets as required for particular projects and researchers.
• Coordinate research projects in collaboration with investigators, analysts, students and application developers.
• Develop study protocols, data measures, data creation plans, and analytic plans.
• Conduct and interpret data analyses on population-based administrative, registry and survey data using statistical software such as SAS, SPSS, Stata.
• Contribute to writing reports for external stakeholders and scientific manuscripts for academic publication.
• Work collaboratively and effectively with internal teams and external stakeholders.
• Understand privacy principles and ensure the highest standards of protection of personal information are maintained.
Requirements
• Master’s degree in Statistics, Economics, or related field.
• Experience manipulating large datasets to support research and/or program evaluation.
• Aptitude for research methodology and strong project management skills.
• Strong oral, written, and interpersonal communications skills.
• Must pass a criminal record check.
• Experience in the application of statistical and econometric methods and principles to social science research would be an asset.
• Experience with statistical software, in particular SAS and database management tools would be an asset.
