Function

The New Brunswick Institute for Research, Data & Training (NB-IRDT) is located at the University of New Brunswick. NB-IRDT’s mandate is to support objective evidence-based policy formation and development through the application of statistical techniques to large administrative databases collected by the Department of Health and other provincial departments and agencies. The primary responsibility of this position will be to administer and maintain the overall system architecture for three research facilities: NB-IRDT, Atlantic Centre for Policy Research (ACPR), and the NB Research Data Centre (NB-RDC).
Representative Responsibilities
·    Safeguard and maintain the overall IT infrastructure for both NB-IRDT and NB-RDC networks, servers, and information.
·    Safeguard and maintain virtualized environment.
·    Provide daily technical support for staff and researchers; manage network operations, system backups, system monitoring, etc.
·    Acquire, install, or upgrade computer components and software, provide routine automation and ensure security policies as it relates to network security. Maintain regular system security updates.
·    Ensure redundancy and stability for all critical systems. Ensure data protection and recoverability for all supported systems.
·    Create, update, support and monitor AD user accounts and permissions. Monitor usage reports, and manage passwords, access codes and swipe cards for users. Monitor facility security, including alarm system.
·    Provide data access audit reports where appropriate.
·    Provide and maintain software licensing and hardware management.
·    Enforce protocols relating to user accounts, access, storage, safeguards, and destruction of data. Provide or assist with data security training.
·    Maintain inventory of NB-IRDT/RDC/ACPR resources. Oversee any renovations as it relates to IT.
·    Integrate new data sets into NB-IRDT file management systems. Complete system testing and evaluation prior to addition of new data sets.
·    Collaborate with personnel at the NB Department of Health and the Regional Health Authorities to oversee the preparation and migration of large administrative databases from provincial sources to NB-IRDT in a form suitable for statistical analysis.
·    Lead and supervise efforts to update, refine and expand data holdings of NB-IRDT.

Collaborate with Government and Regional Health Authority data business owners and privacy officers to address privacy and confidentiality concerns as well as ensure continued adherence to polices and regulatory compliance on the part of Institute staff, IT systems and external researchers

Requirements
·    Bachelor Degree in Computer Science, Information Systems or a related field. Training or certification in network security.
·    7 years’ related experience. Experience in file management of highly confidential and/or sensitive data.
·    Working knowledge/experience of Windows Server environment with Active directory, DFS, and GPO’s.
·    Training or certification in privacy principles governing personal information would be an asset.
·    CISSP certification would be an asset.
·    Must be able to assess and set priorities/must be able to work independently and part of a team.
·    Excellent administration and communications skills.
·    Experience maintaining SQL Server Databases.
·    Experience with database software and statistical software an asset.
·    Knowledge of System Analysis and Design principles.
·    Knowledge of IP networking and PC LAN networking.
