International Expert in Land Administration for the design of a Workshop on State Policies on Legal Security of Property Rights in Peru (World Bank)

Victor Endo, Land Policy in PeruTerradigm/CPS Specialists were contracted to organize and deliver a workshop to be focused on the discussion of the general policy guidelines with the purpose of creating a basic consensus with respect to the critical issues as defined by the participants.  These issues included, but were not limited to the following:

  1. The goals of a national policy for the preservation of the legal security of property rights in Peru, including the formalization and registration of rights, the creation of policies to protect property rights in an effective manner including the creation of alternatives to squatting.
  2. The medium and long term plans of the participants with respect of the policies to preserve legal security of property rights.
  3. The options for inter-institutional cooperation to allow more efficient investments.
  4. The options for the compilation of a cadastre in registered areas that lack of geo-referenced maps; as well as in areas that are not registered yet.

National Geospatial Framework, Brazil (CIDA)

Gender Workshop, Brazil Geospatial Fraemwork ProjectThe CPS played a supporting role in this project designed to achieve greater equity in Brazil through the development of a modern National Geospatial Framework that will be the foundation for future progress in land reform, environmental management, and sustainable natural resource development. The project is lead by Dr. Marcelo Santos, UNB and carried out in collaboration with a number of Canadian Companies/Institutions including WaterMark Industries of Fredericton, NB. The Brazilian partner involved is the Brazilian Institute for Geography and Statistics (IBGE).

Benefits and Requirements of an Effective Municipal Geospatial Information Systems Using GIS Technology, VALPARAÍSO AND VIÑA DEL MAR, CHILE (Industry Canada – SCI) 

GIS Workshop, ChileThe mayor of the municipality of Viña del Mar has identified implementation of GIS applications as one of their priorities. Existing and proposed GIS projects are not co-coordinated to maximize the benefits of the technologies. As in other municipalities and levels of government, the lack of common standards, potential lack of interoperability among systems, and the lack of a strategic approach for GIS investment, may translate in significant duplication of efforts, unnecessary costs for stand-alone systems, and ineffective use of potential GIS capabilities.

The project assisted the municipality in developing an integrated spatial information system using GIS, and the requirements in terms of institutional change, organizational development, management capabilities, and the technical and human resources needed to develop and implement such a system effectively. In essence, therefore, the workshop will focus on developing a needs analysis for the municipality. The benefits include improved urban planning and governance, better services, reduced costs, and a more satisfied citizenry. They also include making Viña del Mar a pilot site for strategic development of information technology for municipal development.

Alternative Dispute Resolution Presentation to the Ministry of Lands, Costa Rica (Industry Canada - SCI)

This project was to support an Inter-American Development Bank project entitled “Program for the Regularization of the Cadastre and the Property Registry”. The presentation was made at the invitation of the Ministry of Finance of Costa Rica, the Executing Agency for the IADB project.

Property. . . A Concept, an Institution and a Right, Costa Rica  (CIDA)

Property Rights Course, Costa RicaThis one week course was designed and presented to: 1)  provide a broad overview of land information management and land administration so that participants could better understand how what they did in their jobs fit within a larger municipal perspective;  2) provide extensive time for class interaction and discussion through practical exercises (i.e., learning from each other); and 3) to highlight special issues of interest to Costa Rica and give some international examples of experiences.

Participants come from a variety of backgrounds and departments from the policy level (e.g., the mayor of Aserri) to the technical level (geodesy and GPS).  Special issues for the participants included: understanding the technologies for managing information, aboriginal issues, and municipal land regulation.  This was the first time many of the participants had met with each other concerning the development of land information systems and land administration.

Property . . . A Concept, an Institution and a Right, Mexico (INSTRUCT)

Property Rights Course, MexicoThis one week course was designed and taught to introduce property as a system: the combination of laws, the infrastructure and its associated registries and titling and technology required to create and maintain information about property rights.  The development of effective property systems requires an integrated and multi-disciplinary information.  There is increasing urgency to modernize the institution of property and land tiling registry and to build the property infrastructure.  Also need is a system of legal rights and notice/enforcement to support property-based collateral and credit.  The target audience was executives from Mexico and Ecuador.

The Fiscal Cadastre - A Public-Private Alliance for San Salvador (CIDA)

This project entailed a feasibility study on the establishment and operation of a comprehensive, modern cadastre system for the city of San Salvador. The role of the CPS was to review and analyze current legislation regarding taxation assessment and collection, and make recommendations for revising existing legislation and drafting new legislation.

Jamaica - Legal and Institutional Analysis for Land Administration (Government of Jamaica (GOJ) and the Inter-American Development Bank (IDB))

This project represented the preparatory stage of the Jamaica Land Administration and Management Program (LAMP). The overall goal of this program was to assist the GOJ in establishing a dynamic land market through: formalization and modernization of the registration and cadastral systems; design and implementation of an efficient system for managing public lands; effective and efficient management of land information; and formulation of a land use and development plan framework to assure appropriate management of land resources.

The project was assigned to two teams, one focusing on Legal aspects and the second on Public Land Administration. The Legal Team reviewed relevant international information, existing land and land-related information, and the National Land Policy of 1996. The team made recommendations and prepared a work plan on developing new legislation and revising existing legislation on such issues as introducing an Adjudication Act, the establishment of Land Courts and  the need for a Land Tribunal.  Other recommendations dealt with access to land information, pricing and costing, and supply of digital information to the private sector.

Caribbean Workshop  Training/Education for Resource Management & Property Studies (Government of Jamaica)

This seminar and workshop arose out of a perceived need for regional cooperation as it related to property systems and resource management. The focus of the workshop was to determine market needs for training and consulting services; professional development through continuing education and research activities; conferences, seminars, and publications; and exchange with colleagues, views and lessons learnt from experiences.
Through the presentations and subsequent dialogue a number needs or objectives were identified. These included:

  • priority groups of persons with need for training, education and professional development in property systems and resource management;
  • conditions, opportunities and constraints specific to: target groups and their availability to participate in training and education programs, in the light of geographic location, work responsibilities, family situation etc.;
  • program flexibility;
  • educational institutions or consortia of institutions best suited to achieve the needs of target groups to be trained;
  • the priority needs for teaching and learning materials;
  • future activities for the development of curricula and learning materials relevant to the Caribbean.

International Youth Internship Program (CIDA)

Three documented case studies of Jamaican, Caribbean and New Brunswick land administration reform initiatives.  A Jamaican graduate student (UWI) joined our two Canadian students in preparing the Jamaican and Caribbean case studies.  These case studies were presented at a Caribbean regional workshop in Jamaica. The titles of these case studies were: Jamaica Land Management; Caribbean Environmental Programmes; and Service New Brunswick.
