a. Introduction

   Depending on haulage costs, fly ash and bottom ash can be used for highway embankments provided optimum moisture is maintained and adequate compaction is provided.  The source can come from an operating power plant or reclaimed ash can come from a lagoon or stockpiled ash.  The product from an operating plant normally can be delivered with close limitations on moisture content.  Moisture content of fly ash from a lagoon or from a stockpile can vary considerably depending on its location within the lagoon or stockpile.
